LINDEN NEIGHBORHOOD ASSOCIATION

Yesterday afternoon there was a serious, blatant attack of vandalism against one of our 13th street neighbors. The assailant is described as medium height and build, dark color and wearing a military fatigue jacket. In broad daylight, in front of witnesses, he threw bricks into four different windows, breaking both glass and shutters. We are working with the "police to catch the responsible person.

We as a neighborhood must be as alert as ever -- and we must send a clear united message that this kind of behavior WILL NOT be tolerated by us. Please report any suspicious persons or behavior to both the police and your block board member.

Dorothy Simmons, Chairman, brought up a number of items:

  1. The Board will meet two weeks after each regular neighborhood meeting.
    1. She stressed that one of the most important duties of our neighborhood association is community liaison and to this end the Board agreed,at their last meeting,that it would be a good idea to have block captains - people who are in tune with their block. Residents of each block could then discuss any matter they thought was important with their own block captains and these could be passed on to the Board.

      Early identification and discussion of concerns can permit earlier action and would reduce the need to spend as much

      time on such issues at the monthly meetings. As the composition of the current board is structured to provide representation from all areas, it was decided that the Board Members would serve as block captains for their respective areas. These are:.

This, in no way, would stop any member from approaching any other association member with ideas, problems etc and also bringing any matters up at our regular Sunday meetings.

Ellie Dietrich, Program Chairman, recapped on the Spring Planting program.

  1. A total of ten boxes were planted at a cost of $222.00. $179.00 was donated and it was agreed that the balance of $42.00 would come from membership dues.
  2. Upcoming program events are Nadine Winter for July meeting and Fifth District Policy Department for August meeting.
  3. More volunteers are needed for the Program Committee. Anyone interested call Ellie Dietrich at 397-3220.
  4. Copies of a Crime Activity Report will be circulated to all association Members. It is a good idea to fill one of these in before calling the police about an incident. You can also mail in this report. You do not have to give your name or address for the police to take notice of your report.
  5. 12th & H Street Plot has now been fenced off by H-Street Development Corp. Parcel 22 has now been re-drawn. Chris and Ellie will be talking to the architect and looking at these drawings. They will report back their findings at the next meeting. The idea now is to construct town house offices rather than a straight office block.

  1. A letter has been sent to the District complaining about the conditions of the properties located at 1203-1209 H Street NE and asking for expeditious:resolut on of this blight in our midst.
  2. As with every aspect of our association, involvement by many members is essential. If you are interested in working on. the Community Liaison Committee, please contact Richard rice at 398-6314.

GENERAL ITEMS

  1. Colleen called the District regarding the Dumpster at 13th & H Streets and will pursue this matter.
  2. Program of vegetable man dumping garbage. Colleen will also find out whether this man has a permit to operate his stand.
  3. Next meeting will be Sunday, July 9 at the home of Colleen Lee, 1229 Linden Place NE at 4 pm.

    Meeting adjourned for a marvelous snack provided by Ellie and Chris Dietrich and association members.

FEBRUARY MEETING'NOTIC

Just before the holidays our Linden Neighborhood Association held election of new officers, and we have a very promising group who are already getting the show on the road.

In December we gathered for neighborhood Christmas •Caroling, followed by a progressive neighborhood- party (with everyone participating in various food courses at several locations).. In keeping with the spirit of the season, the Program Committee.held'a -clothing drive in the neighborhood to gather dlothes for the homeless -- and it was very successful.

Our January meeting was a small one but nevertheless a fruitful one. Everyone participated in an excellent exchange of candid thoughts about the direction our association is or is not taking. And we concluded that we would like to place even more emphasis on committee work to resolve the ongoing day-to-day issues, which would require only a brief report at each month's meeting. This would give us more time at our monthly meetings to focus on new activities, speakers and projects of general interest.

So, we would like to have a full turnout of members, this coming Sunday to discuss our reorganization and what new activities and directions our association will be pursuing. We need your input and your ideas in order to continue to grow stronger as a group and as a voice within our community.

Join us for our regular meeting and a special treat this month on Sunday, February 12th, at Frances and David Harvey's house (1209 G Street, N.E.). Being of English origin, Frances and David are offering, tea and crumpets following our meeting. So let's have an English tea party!! See you there!

WARD SIX OPINION SURVEY

HOMELESS

In 1984, D.C. voters approved the "Right to Overnight She_ter Act" (Initiative 17) which mandates that the District government provide shelter services, free of charge, to anyone who requests it. It is estimated that the District will serve approximately 4,000 homeless persons, idividuals and families, during the current fiscal year at a cost of approximately $39 million. The focus of Initiative 17 is on "overnight shelter for any person" with no requirements for eligibility, enforceable guidelines, or limitation on length of stay. Similar cities, like New York, have begun to address the issue of homelessness through Comprehensive Homeless. Assistance Programs (CHAPS) which emphasize motivational self-sufficiency and independent living. I have proposed that the District move'in this direction and have introduced legislation to amend Initiative 17 and establish a D.C. CHAP.

  1. Should the Council of the District of Columbia review and am, d Initiative 17 in an effort to improve the District's response to homelessness in terms of service delivery and cost?
  2. Should the issue of amending or reaffirming Initiative 17 be put before the voters on the 1st possible ballot?

 

WAR ON ILLEGAL DRUGS

With a dramatic influx of illegal drug trade, the District of Columbia has earned the dubious reputation of a crime ridden, dangerous no-mans land that is known around the world as the "Murder Capital of America". The illegal drug trade and its attendant crime and violence has caused alarm throughout our city with no great sign of relief on the horizon. As a result of the heralded "Operation Clean Sweep" which was instituted some 20 months ago by the Metropolitan Police Department, over 46,000 drug suspects have been arrested with little more than 1,400 convicted of a crime. Fewer serve prison terms after conviction. I have called for the development of a comprehensive strategy to fight the war on illegal drugs that includes drug interdiction, law enforcement, criminal justice, demand reduction, supply reduction, education, treatment and the leadership of a Drug Czar that would answer both to the Mayor and the Council. I have also called for more man-power and money. The Metropolitan Police force currently numbers about 3,900.

  1. Should the Council seek the hiring of an additional 1,000 police officers?
  2. Should the Mayor solicit the National Guard or other military units to provide assistance for the Police Department in patrolling city streets?
    1. Should a new jail be built in the downtown Judiciary Square area in close proximity to the Courts?
    2. Should the Mayor go ahead with plans to build a correctional facility at the D.C. General Hospital site?
    3. Should the District of Columbia institute the death penalty or life in prison with no parole for drug related homicides?
    4. Should the federal government play a greater role in fighting the District's war on illegal drugs?

AIDS

In the District of Columbia, as around the world, it remains a mystery as to the number of persons who have been exposed to the etiologic agent that causes Aquired Immune Difficiency Syndrome (AIDS). It is an even greater question as to whether those persons exposed will become infected or those infected will develop full blown AIDS. I am familiar with a number of our neighbors who are Persons With Aids and, unfortunately, I am aware that they, as others have, may die. I am concerned about what more we as a community can do to address the tragic reality of a neighbor becoming a PWA and what we should ask the government to do to help us address this issue as a community?

  1. Should the District provide additional funding and resources to establish community based residential health ;care facilities for AIDS patients?
  2. Should we as a community become more active in educating ourselves and our neighbors about AIDS, prevention and treatment?

NEIGHBORHOOD ALERT

Neighborhood security depends on

many aspects of awareness -- personal

awareness, neighbor-to-neighbor

awareness and overall neighborhood

awareness. We need to be watchful

and aware of those who loiter, and of

each other as we come and go in our

normal activities. Unfortunately, crime

in the District has been on the rise and

we need to adjust our daily habits and

thinking accordingly.

Last evening a neighborhood

woman on 13th street was assaulted.

Luckily the police moved swiftly and

the person was apprehended. Let this

be our signal to keep a much greater

watchful eye for anyone acting

suspiciously in-our neighborhood. Do

not hesitate to call the Police if

witness to any occurrence of a

suspicious or alarming nature.

NEIGHBORHOOD ALERT

Most of you are probably aware of the shooting that

occurred last night (Monday, April 10) in the 1200

block of H Street. What you may not be aware. of

are a few incidents that have occurred in the past

week. There has been a break-in in the 700 block

of 13th St., a stabbing in the alley between 13th and

12th running parallel to Linden, and an attempted

mugging on 13th and Maryland.. Although not as

serious as the shooting, these all warrant an

increased awareness of our city's turmoil. Drug

activity and violence exist in our neighborhood! It is

more important than ever that we bond together as

a neighborhood and "take our streets back!"

Safe Streets, an organization of concerned DC citizens is sponsoring two events this weekend in which we can all participate. We hope everyone . in the Linden Neighborhood will stand up and be counted.

Spring Planting

 

Sunday, May 7th is planned for our annual neighborhood spring planting.

Planting will begin at 10:00 a.m. and culminate with a picnic lunch around 2:00 p.m.

We need your help to make this annual event a success:

o Please volunteer your time and come and join us in this activity. (We plan to plant tree boxes as a group activity.)

o We'd also like to make sure refreshments are available for our hard workers. Last year, several members of the association provided a wonderful picnic lunch.

o We need funds to cover the costs of the plants, fertilizers, etc. Our suggested donation is $5.00 per household.

There are several matters that need to be decided in order to plan for ,this important event.

o We need some idea of how many and which tree boxes to plant. Trying to plant all of them would be a burdensome activity. In addition, people may prefer to do some boxes privately.

o We want to insure that all our work is not wasted and need volunteers

to care for the planted tree boxes. Volunteers will need to water

and care for their chosen tree boxes for the duration of the summer.

If you volunteer, please be prepared to do this.

o The neighborhood association will be providing liriope (see picture and description) and ivy/vinca for planting because these are perennial, virtually indestructible, low maintanence, and handsome. If you have plants of your own that you would rather plant, please let us know.

o In order to give us some idea of how many people will be

participating and how many plants to buy, please fill in the attached form and return it with your donation to Ellie Dietrich (723 13th Street), Pam Campanelli (1218 Linden P1.), or Kathy Kochnowicz (1304 G Street) by Friday, April 28.

  1. There were a number of new members so everyone introduced themselves.
  1. Elli Dietrich gave her report on behalf of the Program _Committee:

    The Committee thought it would be a good idea to forward plan for the meeting events for the first half of the year and made the following suggestions:

 

  1. A speaker from the Organized Safe Street Coalition so that we could set up a similar program.
  2. Nadine Winter to talk later in the year when we have achieved some of our goals and made our mark on the community.
  3. Major Spring cleanup, to include alleys.
  4. Spring planting.
    1. Guest speaker on Urban gardening for front and back gardens - specifically for our area to talk about landscaping etc.
  1. Request more trash bins in our area to coincide with our cleanup.
    1. A speaker from H Street Development Corp to tell us about their ongoing plans, progress etc.
    2. A speaker from Capitol Hill Preservation Society to talk to us about the history of the Capital.
    3. Since Dale Denton Realtors does a lot for our area

      communitywise - we may have someone from that organization

      talk to us. Capitol Hill Real Estate Brokers Association

    was also suggested.

    Specific dates were suggested and unanimously accepted: March 12 -
    Meeting featuring H Street Development Corp. (If not available, then a speaker from Safe Street Coalition.)

    April 9 -
    Speaker on Urban gardening.

    May 7 (first Sunday instead of second Sunday) - Spring cleanup. Turnout volunteers from everywhere needed.

    SPECIAL May 13 -
    Saturday - Spring planting -

    all volunteers welcome. It was discussed and agreed that some streets will have flowers and some grass. June 11 -
    Organized Safe Street Coalition person (or H Street Corp; if not available in March).

    July 9 -
    Capital Hill Preservation Society speaker and perhaps Dale Denton - a panel was thought a good idea.

  1. The Chairman announced that our current Secretary would not be continuing in that office. She has become very involved in other important community matters which now prevent her from completing her term for the remainder of the year. Helen, however, is not completely off the hook, as she has agreed to assist the Community Liaison Committee with its numerous projects. Rather than reconvene the Nominating Committee, it was decided to open the floor to nominations or volunteers. Frances Harvey volunteered and was unanimously voted into office.
  2. The question of membership dues was discussed, in order to

cover xeroxing and postage etc. The unanimous consensus was that there should be an annual membership fee of $12.00 per house. A notice will go out shortly to all members asking for this contribution - cash only so we do not have to set up bank accounts etc. A strict bookkeeping and receipt form would be kept and available to all members. It was also decided that we expand the office of Secretary to Secretary/Treasurer.

  1. The Membership Committee will pursue a strong membership drive to increase membership even more.
  2. It was pointed out that members of different committees need not be limited to just one committee. Ideas are welcomed by all committees. Presently the following committees and members are as follows:

Watch Program should be further organized. Signs have

been posted on part of 12th Street but the rest of our

area should be included.

location of each meeting. She needs members to volunteer their homes for meetings. So far, locations and dates established are:

Dear Task Force Member:

This is a brief reminder that our next meeting will be held on Wednesday, May 13, 1992 at the Marine Barracks at 7:00 p.m. The entrance is on 8th Street at the Main Gate, and parking is available on the grounds. The meeting will take place on the third floor meeting room.

We have not enclosed minutes since the previous meeting was mostly a discussion of the Crime Seminar, which is now completed. The one item voted on and passed was that Co-Chair Mel Garner would send a letter to Deputy Chief Christian to request a clarification of his plan for the 5D community empowerment program.

We will look forward to seeing you at this meeting and discuss the results of the Crime Seminar and plan our next strategies.

JUNE MEETING NOTICE

If patience is a virtue, we have a virtuous neighborhood group. It took patience to form a neighborhood association, patience to develop it, patience to grow along with it, and especially patience to keep up the momentum. The more we become involved, the more we learn about what we do and don't want to continue.

We don't want lengthy meetings, but we do want to keep abreast of what is or will be happening. We don't want to rehash the same 'ole subjects, but we do want the issues addressed and something done about them. We don't want to feel that neighborhood concerns dominate our busy schedules, but we do want to maintain a safe and enjoyable neighborhood.

All of this brings us to the subject of balance -- which is what the Linden Neighborhood Association Board has been striving for and continues to develop. Like any fairly new group, some of our efforts have been trial and error -- but we are fast learners. The April business meeting was our first which ran well beyond our one-hour time limit. Though we are apologetic about the timing, that meeting was useful in signaling our Board to the need for yet further reorganization and planning. Beginning last month, the Board will be meeting on a monthly basis two weeks after each neighborhood meeting to discuss and plan solutions to whatever issues or concerns are raised by the membership.

Now that our Program Committee is well underway, we are shifting our primary focus to the Community Liaison Committee. It's a particularly difficult committee responsibility, as it covers such a wide range of topics. The committee members are now in the process of dividing those responsibilities and starting the ball rolling for some long overdue City Government action. For openers, attached is a questionnaire from Nadine Winter's office which is everyone's opportunity to "put two cents worth in." Our Councilwoman needs and should have our feedback, if we expect her to represent us. Also, a petition is being circulated for signatures to press the Mayor for action on the old Slade Furniture building (on H Street near 12th) which must be demolished before any personal or further property damage occurs. This committee needs everyone's support as it moves forward to bring about the necessary changes in our neighborhood environment. If you think it's high time something was done about a particular problem, volunteer to help resolve it!

The bottom line is that we're still in there pitching and we need your participation as much as ever to become even stronger and to continue to grow. We have some more ideas to try out on you at this month's meeting, and you can catch up on the April meeting by picking up your copy of the minutes at the door.
