No More Sandbags Available Until Tomorrow At 12 Noon

TODAY’S DEMAND FOR SANDBAGS EXCEEDED DPW’S ON-HAND SUPPLY
Additional Bags will be Available for Distribution Starting at Noon, Saturday.
The DC Department of Public Works said today that the demand for sandbags by District residents exceeded its supply of about 7,000 bags.  As a result, DPW discontinued distributing bags at 5 pm.  DPW will receive a shipment of about 2,700 bags by Saturday morning that will be available for pick up by District residents starting at noon, Saturday, August 27, on a first-come, first-served basis.   Residents, with DC identification, may pick up sandbags (up to five per household) at its New Jersey Avenue and K Street, SE site (entrance on New Jersey at I Street, SE).   Distribution will continue until the supply is exhausted.  The sandbags weigh between 40 lbs. and 50 lbs. and residents will need to load them into their vehicles.
DPW will have employees and signage directing residents to the site entrance.

Ramp to Good Hope Road From Outbound 11th Street Bridge to Be Closed And Traffic Detoured Overnight
Work Scheduled from 8 p.m. August 28 to 7 a.m. August 29
(Washington, D.C.) – The District of Columbia Department of Transportation (DDOT) will close the access from the 11th Street outbound bridge to Good Hope Road from Sunday, August 28 at 8 p.m. to Monday, August 29 at 7 a.m. to allow for temporary pavement construction, weather permitting. In the event of adverse weather conditions DDOT will execute this change on August 30, 2011 through August 31, 2011.
The left two lanes of the outbound 11th Street bridge will also be closed.  The intersection of Good Hope Road and Martin Luther King, Jr. Avenue will remain open at all times.
During the closure, a signed detour will be posted for motorists wanting to access Martin Luther King, Jr. Avenue and Good Hope Road.
Detour:
To reach Martin Luther King, Jr. Avenue and Good Hope Road, motorists will be directed to travel along southbound I-295/DC 295 to Howard Road.  Once at Howard Road, motorists will be directed to turn left to access Martin Luther King, Jr. Avenue.  During the time of this closure, persons wanting to access Anacostia Park should access the park via Howard Road.
Once this work is complete, traffic traveling to Martin Luther King, Jr. Avenue will be rerouted onto the new 11th Street bridge over I-295/DC 295 and then onto the existing Good Hope Road ramp.  This detour route to Good Hope Road will allow for the construction and widening of 11th Street between the Good Hope Road ramp and the Martin Luther King, Jr. /Good Hope Road intersection.  This detour route to Good Hope Road will be in place through 2011.  Motorists are urged to consider alternative routes.
In the event of inclement weather or other unforeseen conditions, this work will be rescheduled and an updated advisory will be distributed.
This closure is in addition to the previously publicized off-peak closures of the 11th Street bridges, related ramps, local streets, Southeast-Southwest Freeway and Interstate 295/DC 295.

AMTRAK CANCELS MORE EAST COAST TRAINS IN ADVANCE OF HURRICANE IRENE

Service reductions on Saturday, no service on Sunday
As Hurricane Irene continues to advance, Amtrak is canceling more East Coast trains with service reductions beginning on Saturday, Aug. 27 and no trains operating in the Northeast on Sunday, Aug. 28.
The cancellations include service for the Northeast Corridor (Washington – Boston), the Keystone Corridor (New York – Harrisburg, Pa.), the Springfield Line (New Haven, Conn. – Springfield, Mass.), the Empire Service (New York – Albany), the Vermonter (St. Albans, Vt. – Washington), the Piedmont Service (Raleigh – Charlotte), the Northeast Regional services in Virginia and several long-distance trains.
Amtrak has already cancelled service south of D.C. for Saturday and Sunday.
Amtrak is preparing for service recovery following the hurricane by deploying crews, equipment and materials to strategic locations to quickly assess damages, clear debris and make necessary repairs to trains, tracks, and other infrastructure. The Amtrak Police Department is working with FEMA and adding officers to support operational needs.
Amtrak will continue to monitor the hurricane as it progresses and issue service updates as necessary. Passengers are encouraged to call 800-USA-RAIL or visit Amtrak.com for schedule information and train status updates.
In addition, passengers who have paid for travel on canceled trains can contact Amtrak to receive refunds without fee or penalty or can rebook for future travel. If tickets have not yet printed, the refund/rebook can be done on Amtrak.com or the new and free Amtrak iPhone app.

United States Geological Survey reports an earthquake in the Metropolitan Area registering at 5.9 on the Richter Scale. Small aftershocks reported. As safety measure if experiencing please take cover under a desk, table, bed or door frames. Stay clear of windows and other glass. Please stay put. If you are outdoors find areas clear of buildings. 13th Street south intersection close

The installation and welding of south-side streetcar track rails from 13th Street to the project end point in the 1400 block is on schedule to start Monday, June 13. The work will start at the 13th Street intersection and proceed eastward.
For that reason, the south side of the 13th Street intersection with H Street will be closed to through traffic from 7:00 am to 5:00 pm on Monday through Wednesday, June 13-15, and possibly also on Thursday, June 16. After 5:00 pm, the intersection work zone will be covered with steel plates and opened to through traffic during the evenings.
During the daytime work hours, southbound 13th Street motorists will be directed to turn right or left onto H Street. Northbound 13th Street motorists will be detoured at G Street, to turn left (west) on G Street to reach 12th Street and proceed north on 12th Street.
Signage will be in place, and flaggers will be on hand, to assist motorists and pedestrians.

On behalf of the District Department of Transportation, our Construction Manager’s June 3 Weekly Status Report for the H Street Reconstruction Project is attached, with key provisions pasted in below. Ø  CPDC scheduled streetcar track installation to begin Monday, June 13, on the south side of the 1300 block through the mid-point of the 1400 block. At that point, the tracks being installed as part of the H Street Reconstruction Project will be connected with the tracks previously installed as part of the Benning Road Reconstruction Project.
Ø  The final asphalt top-coat paving on the north side of the 1300 and 1400 blocks and a portion of the south side of the 1100 block was completed on Thursday evening, May 26. CPDC and the asphalt subcontractor, Senate Asphalt, worked later than usual on Thursday in order to complete the work before the Memorial Day Holiday work restrictions took effect at noon on Friday, May 27.
Ø  The new traffic signals were activated at the 12th Street intersection on Wednesday, June 1.
Ø  Lane striping began on Wednesday, June 1, on the north side of the 1300 block and the south side of the 12th Street intersection.

Trash Collection for Memorial Day

The DC Department of Public Works (DPW) has announced how services will be affected in observance of Memorial Day, Monday, May 30, 2011.

Trash Collection: There will be no trash and recycling collections. Trash and recycling collections will “slide” to the next day for the remainder of the week.  For example, Monday’s trash and recycling collections will be made on Tuesday and Tuesday’s collections will be made on Wednesday.  In neighborhoods with twice-weekly trash collections, Monday and Thursday collections will be made Tuesday and Friday. Collections normally made on Tuesday and Friday, will be made Wednesday and Saturday.  Trash and recycling containers should be placed out for collection no earlier than 6:30 pm the night before collection and removed from public space by 8 pm on the day(s) of collection.

Parking Enforcement:  Parking enforcement, including ticket writing for residential parking, expired meters, street sweeping and rush-hour violations will be suspended.  DPW also will suspend towing abandoned vehicles. Enforcement will resume Tuesday, May 31.  Since the Nationals will play at Nationals Park during Memorial Day weekend and Memorial Day, DPW will enforce parking restrictions in the Nationals Park neighborhood.

Ft. Totten:  The Ft. Totten Transfer Station (4900 John F. McCormack Road, NE) will be closed Monday to residential customers and will reopen Tuesday, May 31.

·         Except holidays, residents may bring their trash and bulk items weekdays (1 pm to 5 pm) and Saturdays (8 am to 3 pm) to Ft. Totten for disposal.

·         The next monthly household hazardous waste/e-cycling/personal document shredding drop-off day is Saturday, June 4, between 8 am to 3 pm.  This service is provided the first Saturday of the month, except holidays.  Residents may bring unwanted toxic items, such as pesticides, batteries and motor oil.  Electronics, including televisions, computers and cell phones, also will be accepted.  Residents may bring up to five boxes of personal paper documents and credit cards to be shredded for free.  For a complete list of items, go to www.dpw.dc.gov and click on Household Hazardous Waste / E-Cycling / Shredding.  Compost also is available to residents on Saturdays only.

Other services suspended for Memorial Day include scheduled street and alley cleaning and nuisance abatement. All services will resume Tuesday, May 31, 2011.

Fire hydrants

May 23, 2011 -- WASHINGTON, DC  As the weather heats up, the District of Columbia Fire and Emergency Medical Services Department and DC Water are reminding District residents not to open fire hydrants to cool off.  Unauthorized hydrant use can hamper firefighting, damage the water system and cause injury.

"Fire hydrants are for fighting fires, period," said DC Water General Manager George S. Hawkins. "Only trained personnel with specialized tools should open them. Tampering with a hydrant can damage the hydrant, the nozzle and the underground pipes in the water distribution system."

"Public safety is our highest priority," added Fire Chief Kenneth B. Ellerbe. "Opening a hydrant illegally can lower the water pressure and seriously affect our ability to fight fires. Also, the highly pressurized water can knock a person down and lead to injury."

Residents and visitors in the District should call 911 if they have a heat emergency, or keep cool otherwise by staying in shade or air conditioning and drinking plenty of water. When the temperature or heat index reaches 95, residents are encouraged to seek refuge at a District swimming pool, cooling center, recreation facility or other air-conditioned building. District agencies and community groups hosting large outdoor events may also request the DC Water misting tent, scheduled on a first-come, first-served basis by calling the Office of Public Affairs at 202-787-2200 or signing up online at dcwater.com/misting tent.

Tampering with a District hydrant is a crime, subject to a $100 fine upon conviction. To report unauthorized use of fire hydrants, please call the Metropolitan Police Department at 911.

DDOT To Restore North Curb Lane Parking

In The 1300 & 1400 Blocks Of H Street N.E.

Ahead Of Schedule

The District Department of Transportation (DDOT) plans to restore north curb lane parking in the 1300 and 1400 blocks of H Street N.E., beginning Saturday, May 21, weather permitting.

To facilitate roadway reconstruction, “Emergency-No Parking” restrictions took effect in these blocks on May 6 and were scheduled to remain in place through the last week of May. Because DDOT’s contractor, Capitol Paving of DC (CPDC), completed north and south center lane roadway work ahead of schedule, the north curb lane can be re-opened for parking sooner than expected.

Restoration of north curb lane parking is one element of a new traffic plan to be implemented on Saturday, May 21, and completed on Monday, May 23, weather permitting. When the new traffic plan is in place, CPDC will begin roadway reconstruction and related work on the south side of the 1300 block to the end point of the H Street Reconstruction Project in the 1400 block. In the event of a weather delay, the change will be made on the next suitable work day.

In the traffic plan for this phase of work, the south curb lane and streetcar lane will become the work zone, cordoned off from the rest of the street by jersey barriers. North of the jersey barriers, there will be one eastbound traffic lane, two westbound traffic lanes, and the north parking lane.

The south-side work includes underground installation of FRE® (fiberglass reinforced epoxy) electrical conduits, an element of the streetcar power system, in addition to installation of streetcar tracks and reconstruction of the roadway. The south-side work is expected to take approximately one month.

Temporary signs and traffic control measures will be in place to alert and guide the traveling public through this area.

Ward 6 Budget Town Hall Meeting


We are less than 24 hours from the Ward 6 Budget Town Hall Meeting, and Mayor Gray hopes to see you and hear from you!

Today's budget proposal fact: There will be a 8% reduction in funds for the Department of Health and Human Services. That is $113.4 Million. You can go to budget.dc.gov to read how the $113.4 Million is broken out across the department. Some residents want to see the taxes of the wealthiest residents increased further than what has been proposed (read my email earlier in the week) while a segment of people feel the government is already doing too much and should cut further.  It is very important that Mayor Gray hears the opinions of Ward 6 and here is the information for tomorrow's town hall meeting:

The DC Department of Public Works announced today that it will hold its monthly household hazardous waste/e-cycling/document shredding drop-off Saturday, May 7, 8 am to 3 pm, at the Ft. Totten Transfer Station, 4900 John F. McCormack Road, NE.*

Now that It’s springtime, people are cleaning out their garages and basements, getting rid of insecticides, old cleaning solutions and paint solvents and oil-based paint.  The best place to take these and other toxic items is the household hazardous waste drop-off, where they will be disposed of properly.

Most paint sold today is latex, which is not hazardous, and can be dried out by adding some kitty litter to the can, then put in the trash after it’s dry. 

District residents may bring up to five, medium-size boxes (no larger than the standard District recycling bin, which is approximately 20” x 14” x 14”) of personal documents to be shredded. Only paper (staples, paper and binder clips on the paper are okay) and credit cards will be accepted.  No business or commercial material will be accepted. 

The remaining 2011 HHW/e-cycling/shredding drop-off dates are June 4, July 2, August 6, September 3, October 1, November 5, and December 3.

The District Department of Transportation (DDOT) plans to implement “Emergency-No Parking” restrictions in the 1300 block and most of the 1400 block of H Street N.E. on Friday, May 6, 2011, weather permitting, for approximately one month.
During this period, parking will be prohibited at all times on both sides of H Street from 13th Street to 1421 Street. The prohibition goes into effect at 12:01 am Friday, May 6.
The staging area for valet parking, currently located on the south side at the mid-point of the 1300 block, will be temporarily relocated to the southwest side of 13th Street at H Street.
The restrictions are necessary to accommodate the next phase of roadway reconstruction in this section. DDOT’s contractor, Capitol Paving of DC (CPDC), will complete the major portion of north curb lane construction, including building the new sidewalks, by Friday. Then the north curb lane and the south middle lane will be used as westbound traffic lanes, while CPDC works on rebuilding the north middle lane.
The south curb lane, which has been open for parking, can no longer be used for parking because it will have to become the eastbound traffic lane while construction is underway in the middle of the roadway. Work on the north middle lane is projected to take approximately one week, to be followed by construction of the south middle lane, also taking about one week.
After both middle lanes are constructed, CPDC will begin construction on the south side. At that time, the north curb lane will be re-opened for parking.

DDOT and MACTEC invite you to attend a meeting on Tuesday, May 10, at 3:00 pm to discuss the H Street construction plans for forthcoming construction on the south side of the 1300 block and extending into the 1400 block.
We thought it would be helpful to bring together those most affected by this section of work – 1300 & 1400 block businesses, property owners, and nearby residents – so we can provide information, learn about your specific needs, respond to questions, and do our best to prevent and solve problems.
Mark Menard has generously allowed us to use the Star & Shamrock as the meeting place, as he has done on previous occasions.
In addition to this e-mail invitation, I will distribute meeting-notice flyers throughout the area. Please feel free to spread the word to anyone I may have missed.

Cast a Special Ballot on April 26? Confirm That Your Ballot Will Be Counted

WASHINGTON, D.C. — The Board of Elections and Ethics today announced that voters who cast a ‘special’ ballot, also known as a provisional ballot, in the special election on April 26 can confirm whether their ballot will be counted at www.dcboee.org or by calling 202-727-2525.

Voters are required to cast a special ballot if their name does not appear in the pollbook for the precinct on Election Day. In the District of Columbia, most of these ballots are counted because voters can change their address at the polls or register to vote on the day of the election. Special ballots are not counted if the voter does not provide enough information to register at the polls or is not eligible to cast a ballot.

 “Voters who tried to register at the polls but did not have proof of residence will get a message on our web site saying they need to provide documentation,” said Rokey W. Suleman II, Executive Director. “If any of these voters bring a driver’s license, utility bill, bank statement or government document listing their name and address to our office by Friday, we can count their ballot.”

Voters whose ballot is not scheduled to be counted for any other reason can appeal the decision by contacting the Board to schedule a hearing this week.

The final count of ballots, along with curbside ballots cast at the polls and absentee ballots received in the mail by Friday, will occur after the close of business on Friday. A post-election audit will be conducted on Monday. Certification of the April 23 special election is scheduled to occur on Tuesday, May 10 at 10:30 a.m.

The District of Columbia Board of Elections & Ethics is the independent agency of the District government responsible for the administration of elections, ballot access and voter registration.

Final Roadway Paving & Lane Striping Due For Completion This Week On H Street N.E. From 3rd Street To 8th Street



After Lane Striping, South Curb Lane To Be Re-Opened For Parking

The District Department of Transportation (DDOT) plans to restore public parking availability on the south side of H Street N.E. from 3rd Street to 8th Street after completion of roadway paving and lane striping in these blocks on Saturday, March 19, weather permitting.

DDOT’s H Street Reconstruction Project contactor, Capital Paving of DC (CPDC) today began removing jersey barriers that have been in place on the south side of these H Street blocks during streetcar track installation and other construction activities. Also today, the asphalt paving subcontractor, Senate Asphalt, began the roadway milling work that precedes the asphalt paving.

The milling and paving work is also being done on the portions of 3rd, 4th, 5th, 6th, and 7th Street that intersect with H Street on the south side. The work on the side streets covers approximately 75 feet of each side street south of H Street.

To assure that the side-street space is open for the milling and paving work, Emergency No Parking signs have been posted, prohibiting parking in these side-street areas from 7:00 am to 5:00 pm today through Saturday, March 19. Vehicles parked in the no-parking area during these hours are subject to ticketing and towing.

As the jersey barriers are removed from these blocks of H Street, they will be replaced with orange plastic traffic barrels during the remainder of the milling and paving work in the south curb lane and the eastbound middle lane. After completion of the milling and paving, the contractor will paint the permanent lane striping on the new asphalt roadway surface.

After the lane striping is complete, the orange traffic barrels and other temporary traffic control devices will be removed, and the south curb lane will be re-opened for parking. Though the lane striping is scheduled for Saturday, any rain delays this week could cause a postponement until early next week.

On the north side of the H Street reconstruction area, paving was completed and parking in the north curb lane was restored from 3rd Street to 13th Street last year.

Concrete Pour Rescheduled For Thursday Feb 17

At 12th Street Intersection on South Side of H Street NE

The District Department of Transportation (DDOT) has authorized its contractor to close the south side of the H Street intersection with 12th Street to through traffic from 7:00 am to 4:00 pm on Thursday, February 17, 2011.

The closing is necessary to accommodate the pouring of concrete for the streetcar track slab. This was originally scheduled for Wednesday, but has been rescheduled, and the intersection will be open to traffic on Wednesday.

On Thursday, the 700 block of 12th Street – this is the block just south of H Street – will be available only to local residential traffic. Northbound and southbound motorists are encouraged to use 13th Street as an alternative. Pedestrians may cross H Street at the 11th or 13th Street intersections during the period the 12th Street intersection is closed.

The intersection was closed during daytime hours on Tuesday, February 15, for the installation of the streetcar tracks across the intersection in preparation for the concrete pour.

New Traffic Signals at 5th & H Streets, NE to be Activated

(Washington, D.C.) The District Department of Transportation (DDOT) will activate new traffic signals and pedestrian walk-wait signals at the intersection of 5th and H Streets, NE on Thursday, February 17, 2011.

The new traffic signals were put into service on flash mode and will remain in flash mode until the new signals are activated. The DDOT procedure for activating new signal lights at intersections that were not previously signalized is to operate them on flash mode for seven days to allow motorists and pedestrians to become accustomed to them. In flash mode, the traffic signals are flashing yellow for H Street traffic, and flashing red for 5th Street traffic.

Also on Thursday, the traffic signals at the H Street intersection with 3rd, 4th, and 6th Streets will be switched over from the old fixtures to the recently-installed new fixtures.

5th & H Streets NE

5th & H Streets NE Area Residents and Businesses, Please Note:
The new traffic signals at the H Street NE intersection with 5th Street are now on flash mode in preparation for full activation next Friday, February 18. On Tuesday, the contractor will prepare the intersection for pouring the concrete for the streetcar track slab. On Wednesday, the concrete will be poured for the streetcar track slab. [NOTE: If the Wednesday temperature is too cold to pour concrete, the work will be rescheduled on the next work day with suitable weather.]

on South Side of 12th Street Intersection With H Street, NE
Four Week Restrictions to Take Effect Tuesday, January 18

(Washington, D.C.) The District Department of Transportation plans to implement temporary traffic lane restrictions on the south side of the 12th Street intersection with H Street NE, on Tuesday, January 18, 2011, weather permitting, to accommodate construction work within this intersection.

For approximately four weeks, the 700 block of 12th Street – from H Street south to G Street, NE - will be restricted to south-bound traffic only. The standard two traffic lanes will be reduced to one lane so that the construction contractor can install streetcar tracks and complete related work at the corners and across the intersection.

Northbound motorists are advised to use 11th Street or 13th Street as an alternative travel route to avoid delays.

Pepco Prepared for Impending Winter Weather
Pepco Urges Customers to Make Safety a Priority

    WASHINGTON - Pepco is preparing for the next round of winter weather, bringing with it the potential for significant snow accumulation as well as a wintry mix in some areas. Heavy wet snow and strong winds could bring tree limbs onto wires, resulting in power outages. Outages can also occur due to drivers skidding into utility poles located along icy and snow-covered roads.
Extra crews and customer care personnel are prepared to work throughout the storm. When road conditions become treacherous due to ice or heavy snow, Pepco will equip vehicles with chains to safely respond to outage calls. Pepco will coordinate its power restoration efforts with emergency management personnel and local government officials.
   If Power Goes Out and to Report Downed Wires Call 1-877-737-2662
Pepco strongly urges everyone to call 1-877-Pepco-62 (1-877-737-2662) to report power outages and downed wires (stay away from downed wires and report them immediately).
Customers are also asked to report outages – even if their neighbors may have already called. Pepco’s automated outage reporting system is the most effective way to report an outage because it immediately feeds information into computers that rapidly identify problem areas and dispatch repair crews, so that power can be restored as quickly as possible.
Power Restoration Process – How Pepco Restores Power
Once the storm subsides, crews will survey the electric system to assess the damage. As with plowing roads, it is not possible to clear side streets before the main roads are cleared. To that end, in the event our system is damaged by severe weather, Pepco repairs equipment which will restore the largest numbers of customers first. Generally, the sequence is as follows:
•    Downed live wires or potentially life-threatening situations and public health and safety facilities without power
•    Transmission lines serving thousands of customers
•    Substation equipment
•    Main distribution lines serving large numbers of customers
•    Secondary lines serving neighborhoods
•    Service lines to individual homes and businesses
Pepco urges customers to stay safe and be prepared. Here are some additional tips:
•    Assemble an emergency storm kit. Include a battery-powered radio or television, flashlight, first-aid kit, battery-powered or windup clock, extra batteries, non-perishable food, manual can opener, bottled water, any necessary medications and a list of emergency phone numbers.
•    Maintain a supply of extra blankets.
•    Ensure that all household members have a warm coat, gloves, hat and water-resistant boots.
•    Make sure your home has a telephone with a cord or cell phone to use as a backup. Cordless telephones require electricity to operate, and won’t work if there is an outage.
•    Identify a place for emergency shelter in case of an extended outage. It is important that customers with special needs or their caregivers take responsibility to make arrangements ahead of time to prepare for potentially long-lasting service interruptions.
